Digitizing land records across Rajasthan

Learn how we transformed the traditional Jamabandi process for farmers across the state.
Overview
Settlement and Revenue Department of Government of Rajasthan under the initiative Digital India Land Record Modernization Programme (DILRMP) wanted to digitize the access of land records throughout the state by using a mobile application. The aim was to transform how a farmer gets the Record of Rights (RoR or Jamabandi) by visiting the Patwari (Revenue Officer) in his village. The government also envisaged the filing of mutations online. Other important services were also included such as showing the nearest E-Mitra centers, the contact information of revenue officers, etc. With this idea, Dharaa was born.
The mobile application was named Dharaa – a mobile app for citizens. The app was launched in August 2018 and has now over 350K installs on Google Play Store and Apple App Store.
Approach
Synoriq worked closely with the Government of Rajasthan in order to execute this high-scale project. The biggest challenge was to conceptualize an easy user experience for the mobile application that can be easily understood by a farmer. A total of 15 software engineers worked on the project including 2 business analysts.
We followed our custom agile framework during mobile application development. The framework allowed us to rapidly test out multiple iterations with the closed user group consisting of 30 people including farmers and revenue officials.

After months of hard work, Dharaa was launched as a pilot project in Chomu Tehsil. Our training staff gave hands on training to over 100 revenue officials. It was widely appreciated by the attendees due to its easy user interface. Over the couple of months, the app was launched in several tehsils across the state.

Integration
Dharaa App was integrated with various existing systems including Apna Khata (NIC), E-Dharti, SRSAC (for cadastral maps), and E-Mitra.
Words of Appreciation
Dharaa App was launched by Shri Ashok Gehlot, Chief Minister of Rajasthan. The app was already popular among the farmers across the state till then. It was widely appreciated by the officials in Settlement and Revenue Department of Rajasthan. The app was also recognized by the Revenue Department (Government of India). Synoriq was given a pat on the back for brilliantly conceptualizing the experience and coming up with a quality product that people loved.
